Tennessee Waste Reduction and Recycling Act (TWRRA)
The Tennessee Waste Reduction and Recycling Act (TWRRA) was introduced in the Tennessee legislature in 2023 as HBO550 and SB0573.
TWRRA is extended producer responsibility (EPR) for packaging legislation. EPR is a set of policies designed to reduce the overall amount of packaging material disposed of, recover valuable materials for reuse in the economy, and transfer the costs of managing the waste generated by the sale of consumer goods to the entities that produce those goods. Thus, EPR incentivizes the goals of reduction, reuse, and recycling of packaging while it simultaneously enables markets for the valuable materials generated. EPR supports a circular economy. EPR policies stand in contrast to existing policies that place this responsibility solely on rate and taxpayers.
